The Human Resources Manager provides leadership and support to Department Managers and their staff in the areas of employee relations, recruitment, compensation, change management, training & development, and performance management programs. When required, the HR Manager acts as a neutral facilitator to manage conflicts and resolve disputes among employees. As part of the leadership team, the HR Manager works closely with departments heads in determining business goals and provides input for decisions related to business objectives. Job Description/Duties:
Provide human resources support to assigned business groups in multiple locations, including implementation of HR strategies and programs, labor relations, EEO/AA, compensation planning, workforce planning, employee relations, performance management, and training and development. Ensure human resources policies and procedures are compliant with federal, state and local regulations. Develop various sources of recruitment for site personnel needs. Establishes and administers the employment, placement, and transfer procedures to ensure supply of personnel to meet requirements. Responsible for strategic planning for staffing needs and development. Support department managers and supervisors in dealing with employee relations items such as performance management, progressive discipline and conflict resolution, and ensure items are properly documented. Handle complex employee relations/personal issues such as but not limited to employee crisis situations inter employee or employee/supervisor conflict and resolving differences of opinion. Handle employee relations issues and investigations working closely with legal and Ethics & Compliance. Participate in design, development and delivery of human resource programs such as succession planning, compensation planning, performance appraisal process and change management for the organization. Advise, interpret, and provide direction to managers regarding EEO/AA compliance; works with the Organization in developing, implementing, and monitoring the Organization's EEO/AA plans for effectiveness and success; identifies and investigates complex EEO/AA issues and recommends resolutions using sound problem analysis and resolution skills. Participate in job analyses and reviews in partnership with Compensation and Benefits Manager to ensure consistency and equity in classification and compensation programs. Establish and maintain satisfactory labor-management relations. Represents management in labor relations, including the negotiation, interpretation, and administration of collective bargaining agreements. Responsible for workforce plans, strategic hires and talent mobility. Diagnose organizational effectiveness and implement human resources practices and initiatives that will create an effective organization that align with the business' strategic plan. Participate in studies and preparation for employment-related risk analysis and risk mitigation plans. Prepare and advise on all employee termination recommendations. Support and guide department managers through the process with corrective actions and prepares documentation on any proposed discharges and suspensions. Prepare reports, graphs, charts, and statistics in support of HR operations and studies. Ensure all employees are suitably trained, qualified, licenses for the various tasks and jobs they must complete. Perform all other duties as assigned from time to time. Job Qualifications/Requirements:
Minimum of Bachelor's Degree in Human Resources or related field Typically, a minimum of 15 years of experience Sound knowledge of human resources best practices. Strong knowledge of employment standards, legislation, and company policies and procedures as they relate to labor law requirements and human resources. Proficiency with Microsoft Office suite is required. Ability to provide sound, natural advice when dealing with sensitive issues. Must have strong interpersonal communication skills. Self-motivated, enthusiastic team player with excellent written and verbal communication skills. Must be a U.S. citizen with no dual citizenship. Ability to obtain and maintain a Department of Energy (DOE) security clearance is required.
Salary Range:
$200K -- $250K
Minimum Qualification
HR Management, HR Generalists & Business PartnersEstimated Salary: $20 to $28 per hour based on qualifications.
